Earthquake in Napa Vally, CA: What early warning system would be beneficial for deaf/hard of hearing population?

It's kinda weird, but I didn't feel the earthquake. I actually slept through it. I guess being deaf and being a deep sleeper, that's a benefit of missing out on a 6.0 earthquake that about 50-60 miles away from you.
